Louise Hartley



Louise Hartley is a chartered legal executive with over 25 years’ post qualification experience. Her work includes:

• advising schools on a variety of issues pursuant to nplaw’s schools subscription service and clerking school admission and
exclusion appeal hearings;
• advising Norfolk County Council’s Adult Social Care team on a wide variety of issues, including Inquest proceedings,
immigration related queries, ordinary residence and s117 MHA responsibility, with a particular specialism in resolving
ordinary residence disputes (including referrals to the Secretary of State for ordinary residence determinations);
• advising on age-related disputes regarding UASC; and
• ensuring that Norfolk County Council complies with the requirements of the Regulation of Investigatory Powers Act 2000
(RIPA) and the Investigatory Powers Act 2016 (IPA). In particular, maintenance of the authority’s central record of
authorisations, updating the corporate policy and guidance, preparing reports to Committee and liaising with the
Investigatory Powers Commissioner’s Office prior to an inspection, and as necessary.

Louise usually works three days per week, Monday through Wednesday, but this is subject to change based upon work demands.
