David Lowens joined Norwich City Council as a solicitor in 1989 and nplaw in 2010. He specialises in licensing and prosecution cases especially in respect of the Licensing Act 2003, food hygiene and health and safety matters. He also has experience of giving legal advice over a wide range of issues at committee and has been involved in giving assistance in housing and planning matters. He has significant current advocacy experience in the magistrates’ court in criminal cases and civil appeals.
David obtained a distinction in the Law Society’s Diploma in Local Government Law and Practice shortly after joining Norwich City Council.Back to Our People page >
